On May 13, 2025, during the state visit of Brazilian President Luiz Inácio Lula da Silva to China, Rui Costa, Chief of Staff of the Brazilian Presidential Office, Jerônimo Rodrigues, Governor of the State of Bahia, and other members of the Brazilian delegation held discussions with Goldwind. Mr. Cao Zhigang, President of Goldwind, and Mr. Wang Hai, General Manager of Goldwind International, attended the meeting.
Earlier that day, Mr. Rui Costa engaged in a dedicated dialogue with Goldwind, conveying President Lula's strong support for Chinese enterprises investing in Brazil. He emphasized that the Presidential Office would actively coordinate with both federal and state governments to provide comprehensive support for the implementation of renewable energy projects. Brazil is committed to ensuring the safety and reliability of Chinese investments and looks forward to deepening collaboration with companies like Goldwind to jointly advance the nation's energy transition.
Mr. Wang Hai noted that Goldwind has made significant strides over the past year in localized manufacturing and supply chain development in Brazil. He expressed gratitude to the Brazilian federal and Bahia state governments for their strong support. He reaffirmed Goldwind's commitment to delivering professional services in support of renewable energy project development in Brazil, aiming to provide the country with safe, reliable, and efficient green power.
Following the meeting, Governor Jerônimo Rodrigues led a delegation to visit Goldwind's Beijing facility. The two sides held in-depth discussions on cooperation in wind power projects, supply chain localization, and green energy technology innovation. Seven other Chinese new energy enterprises also participated in the exchange, exploring investment opportunities in Brazil and seeking to elevate Sino-Brazilian industrial cooperation. Both parties agreed to strengthen future cooperation in wind turbine equipment manufacturing, wind farm development, and talent cultivation, with the shared goal of accelerating the upgrade of Brazil's new energy industry chain.
Governor Jerônimo Rodrigues expressed strong recognition of Goldwind's leadership in the renewable energy sector. He stated, "Bahia is fully committed to a green transformation of its energy structure, aiming to increase the share of renewable energy to 60% by 2030. We warmly welcome Chinese enterprises to invest and build factories in Bahia. The state government will provide comprehensive support including land, tax incentives, and infrastructure, working together to build South America's premier wind power hub."
Mr. Paulo Guimarães, President of Bahia Investment Company, affirmed the state's dedication to advancing the renewable energy sector. He expressed hope that more high-quality companies like Goldwind would invest in Bahia, enabling the development of a complete new energy industry chain and achieving mutual benefit.

According to data from Brazil's National Electric Energy Agency (ANEEL), as of the end of September 2024, the installed capacity of wind power in Bahia accounted for over 35% of Brazil's total wind power installation, making it a true stronghold of the nation's wind power industry. Goldwind's first wind power equipment base in Brazil is located in Bahia, generating over 100 direct and thousands of indirect jobs. The first turbine unit successfully rolled off the production line at the end of 2024.
Since 2014, Goldwind has been engaged in renewable energy cooperation with Brazil. Its cumulative installed wind power capacity in the country now exceeds 2GW, including high-quality projects such as LDB and Morgado. Turbines from Goldwind's GWH182 series produced at its Bahia facility have obtained localized FINAME certification from the Brazilian Development Bank (BNDES), significantly enhancing financing options for projects utilizing these units. In addition, Goldwind is actively introducing top-tier supply chain enterprises to Brazil, contributing to the growth of the local wind power sector.
On May 13, the Joint Statement between the People's Republic of China and the Federative Republic of Brazil on Strengthening the Building of a China-Brazil Community with a Shared Future for a More Just World and a More Sustainable Planet and on Jointly Upholding Multilateralism was officially released. The statement highlighted "energy transition" as a key area of cooperation, underscoring both nations' firm commitment to deepening energy collaboration. Goldwind will earnestly respond to this call for cooperation, working hand-in-hand with supply chain partners and Brazilian counterparts to advance green collaboration, providing solid support for the development of green industries in both China and Brazil.
