Since the European Commission initiated investigation into Goldwind’s business operations in the EU wind power market pursuant to the Foreign Subsidies Regulation (EU) 2022/2560 (“FSR”), the Company has cooperated with the relevant European Union authorities in accordance with applicable legal procedures.

On 3 February 2026, the European Commission opened an in-depth investigation. To clarify the scope of this investigation, Goldwind has formally initiated judicial review proceedings before the General Court of the European Union. This legal action constitutes a normal exercise of the Company’s right of defence within the EU legal framework, aiming to seek a judicial determination regarding the different legal interpretation between Goldwind and the European Commission on the proposed scope of the investigation.

These legal proceedings do not affect the Company’s ongoing cooperation with the FSR investigation. Goldwind will maintain fact-based and constructive communication with the European Commission and continues to adhere to local laws and regulations in all markets where it operates. Currently, the Company’s operations and ability to fulfill its contractual obligations remain completely unaffected.
